The City and County of Honolulu’s Rehabilitation Loan Program for Owner-Occupants offers zero-interest loans to help income-qualified homeowners on Oʻahu fix up their homes and bring them up to basic housing quality standards. Here’s how it works.

🔨 What Is the Rehabilitation Loan Program?

The Rehabilitation Loan Program is run by the City and County of Honolulu’s Department of Community Services. It provides zero-interest loans to income-qualified, owner-occupant homeowners so they can repair their homes — especially when the high cost of construction work would otherwise make those repairs out of reach.

The goal is simple: help local families stay safely in the homes and neighborhoods they love, with their homes brought up to basic housing quality standards.


💰 Key Program Details

  • Loan amount: up to $300,000 (larger amounts considered case-by-case)
  • Subject to equity: the loan amount also depends on the available equity in your property
  • Interest rate: 0% — zero interest
  • Loan fees: only the cost of the title search, credit report, and recording fees (subject to change)
  • Repayment: based on a 15- or 20-year term — lower minimum payments may be available for certain credit-qualified borrowers
  • Security: the loan is secured by a mortgage on the property

✅ Who Qualifies?

To be eligible, you must:

  • Be an owner-occupant homeowner
  • Have an annual household income at or below the limits for your household size (shown below)

Income limits are subject to periodic revision — confirm the current figures with the City before applying.


🔧 What Repairs Are Covered?

The loan can be used to repair and correct deteriorated or hazardous property conditions, including:

  • Termite damage or wood rot
  • Roof repair
  • Electrical rewiring
  • Plumbing, and similar repairs
  • Accessibility modifications to accommodate physically disabled household members
  • Energy-saving systems, such as solar water heating and photovoltaic (PV) systems

🧰 Free Help From a City Inspector

One of the most valuable parts of the program: a City Inspector provides several services at no cost to you. They will:

  • Inspect the property and note all deficiencies that need to be corrected
  • Prepare a cost estimate and offer guidance on contractors, repair work, and other construction questions
  • Conduct on-site inspections during and after construction to confirm the work is done and approve payment

📋 Other Things to Know

Borrowers must certify they intend to reside as owner-occupants on the property. As noted above, the loan is secured by a mortgage on the home, and loan fees are subject to change. For full terms and current details, the City is the best source.
