Who Qualifies
Buyers must be U.S. citizens or lawful permanent residents at least 18 years old, domiciled in Hawai‘i, within the income limits, under the City's asset limits, and owner-occupants for the full restriction period. For 2026, the 120% AMI limits run from $129,360 for a single-person household to $184,800 for a family of four. Applications are reviewed by the Honolulu Department of Planning and Permitting, and homes are awarded by lottery with a $1,000 earnest money deposit.

Ke‘olu is sold in phases with a separate application for each. The packet requires two years of tax returns, two months of pay stubs and bank statements, a designated-lender pre-approval, and notarized affidavits — and phone photos of documents are not accepted.
